Short answer: Buy the T38P ($1,299) if seat height matters – it’s HOROW’s ADA comfort-height version with dual flush and a foam shield. Buy the T38 ($999) if it doesn’t – it costs $300 less and HOROW lists more comfort extras on it: mood light, UV sterilization, warm-air drying and automatic flush. Either way, budget for a battery box if you want to flush during a power outage.

Prices are from HOROW’s US store on November 4, 2026. We haven’t tested either toilet; this comparison uses HOROW’s product pages and policies. See how we review.

“Not listed” means HOROW’s product page doesn’t describe it – not that the toilet definitely lacks it. Check the spec sheet on the product page if a feature is a must-have.

Who should buy the T38P

  • Someone in the home is tall, older or has limited mobility – a comfort-height seat makes sitting and standing easier.
  • You want dual flush to save water on light flushes.
  • You care about splashing – HOROW’s foam shield lays a foam layer in the bowl.

Power-outage flushing: same catch on both

HOROW states on both product pages that the outage flush only works with a battery box bought separately. The T38 battery box is $39.99. If you lose power often, either add the box to your order or look at models where HOROW lists outage flushing as built in, such as the T10 ($429) and T32 ($499) – compared in our smart toilet power outage guide.

Fit and returns

Both are made for a 12-inch rough-in; if yours measures 10 inches, neither fits – see 10 vs 12-inch rough-in. Both need a power outlet near the toilet.

Both models are on HOROW’s list of toilets that get a prepaid return label within the 90-day window, as long as the toilet is uninstalled and in its original packaging. Orders on HOROW.com carry a two-year limited warranty.

Frequently asked questions

What is the difference between HOROW T38 and T38P?

The T38P adds ADA comfort height, dual flush and HOROW's foam shield (to cut splashing and odor) and costs $300 more ($1,299 vs $999). The T38 lists a mood light, UV sterilization, warm-air drying and automatic flush. Both have a built-in tank and pump-assisted flushing for a 12-inch rough-in.

Do the HOROW T38 and T38P flush without power?

Only with an add-on. HOROW says both need a battery box, sold separately, for the power-outage flush. The T38 battery box is $39.99 on HOROW's store; confirm the right part for the T38P before ordering.

Is the T38P worth $300 more than the T38?

If anyone in the home finds a standard-height toilet hard to sit on or stand up from, the ADA comfort height is the reason to pay more. If not, the T38 has more listed comfort features for less.
